Director of Public Works and Development — Filled

The Municipality of the County of Pictou is the local government responsible for providing services to citizens in the rural communities of Pictou County, Nova Scotia. The Municipality has a population of approximately 20,600 and provides services in the areas of public works, some local roads, sewer and water, and recreation.

On their behalf, we seek a professional engineer, knowledgeable of municipal operations, as their Director of Public Works and Development.

Reporting to the Chief Administrative Officer, you will have responsibility for managing the Municipality’s public works operations, including facility maintenance and water and wastewater division staff, building officials and bylaw enforcement and to ensure compliance with Municipal, Provincial and Federal acts and regulations affecting public works operations.

What qualities are required to be successful in this role?

As the ideal candidate, you are a professional engineer with several years of municipal experience, gained either by working within a municipality or a consulting engineering firm. You have a solid understanding of municipal operations including water systems, wastewater collection and treatment, facilities maintenance, asset management, and capital infrastructure.

In addition to your well-developed technical skills, you are a highly capable leader with the ability to inspire staff. Your exceptional planning and project management skills enable you to complete projects on time and within budget. Interpersonally, you are comfortable dealing with elected officials, the general public, employees, and the many other stakeholders who interface with senior-level municipal employees.

Managing a seasoned staff, you will ensure all aspects of these operations are run and maintained efficiently. You will also stay abreast of compliance issues, ensuring the Municipality’s environmental, safety, and regulatory liability is well-managed. You will also participate in the preparation of capital and operating budgets, tenders, and contracts.
