Director of Municipal Services Filled

The Municipality of the District of Yarmouth, located at the southwestern tip of Nova Scotia, provides a diverse blend of natural, historical, cultural, and geographic resources. With a population base of 10,000 people, its economy is based on fisheries, forestry, agriculture, tourism, manufacturing, and services. It has a fully operational international airport, regional hospital, and community college, and is home to Atlantic Canada’s largest fishing fleet.

On their behalf, we are seeking an experienced leader, knowledgeable of municipal operations, in the newly created role of Director of Municipal Services.

What qualities are needed in this role?

Reporting to the Chief Administrative Office, you will serve on the senior leadership team and provide strategic leadership to the Public Works and Development Offices as well as support capital project readiness. You will have responsibility for administering the annual business plan for a range of municipal services including engineering, development and inspection, and public works. In addition, you will play a key role in corporate compliance with provincial accessibility standards. 

Finally, you will have the exciting opportunity to launch and administer the corporate asset management program. This position ensures that all municipal infrastructure is maintained in a safe and serviceable condition to meet the needs of the community and legislative compliances.

Managing a seasoned staff, you will ensure all aspects of these operations are run safely and efficiently. You will also stay abreast of compliance issues, ensuring the Municipality’s environmental, safety, and regulatory liability is well-managed. You will participate in the preparation of capital and operating budgets, tenders, and contracts, and serve as the Municipality’s emergency management designate.

You will also support the CAO by providing information on operations and capital budgets for Council’s consideration. You will be part of a service oriented, dynamic leadership team committed to advancing Council’s strategic priorities at the local and regional level.

As the ideal candidate, you have several years’ experience in municipal operations gained either by working in a municipality or a consulting engineering firm. A CET or P. Eng. designation is preferred.

You have a solid understanding of municipal operations and infrastructure including engineering, construction, water systems, wastewater collection and treatment, waste management, roads, sidewalks, and other capital infrastructure.

Your planning and project management skills are exceptional enabling you to complete projects on time and within budget. Interpersonally, you are comfortable dealing with contractors, consultants, elected officials, residents, employees, and many other stakeholders who interface with senior level municipal employees.
