Located along the eastern coast of Nova Scotia, the Municipality of the District of Guysborough has an extraordinarily exciting future ahead with billions of dollars of projects “in the pipeline.” Anchored by the Sable Offshore Energy natural gas plant and a 1,500-acre industrial park in Goldboro, the Municipality has several large projects in the development phase including a LNG facility, a petrochemical plant serving the energy industry and a world-class container terminal. The Municipality also owns and operates a state-of-the-art waste management facility, which provides services for seventeen municipalities. This site recently won the 2007 Municipal InNOVAward for innovative and creative solutions to waste management, a testament to the Municipality’s commitment to the environment. On their behalf, we are seeking a strategic leader and manager to assume the challenging role of Chief Administrative Officer.

Working with a progressive Council of seven members and a community committed to economic development, you will be responsible for managing the day-to-day activities of the Municipality in accordance with the Municipal Government Act of Nova Scotia. You will be accountable for providing strategic leadership in the development and implementation of policies, programs and projects within the Municipality. In this role, you will provide timely advice and guidance to Council and under their direction ensure that all programs and services are carried out effectively. A strong leader and facilitator, you will support departmental managers and all staff in achieving their performance objectives. You will liaise with stakeholders, other municipal units and levels of government on key projects affecting the Municipality. You will also ensure that all major policies and initiatives are communicated to the broader community.

As the ideal candidate, you have several years’ experience in municipal government, ideally within a CAO model of governance. Alternatively, you have administrative or management experience at the provincial or federal level of government. You have strong academic and professional credentials and a solid track record building consensus and promoting cooperation among elected officials, senior management, labour, employees, citizens and other key stakeholders, such as boards, agencies and committees. You are familiar with the issues and challenges facing municipalities and understand best practices in financial, administrative, operational, human resources and project management. You have a successful track record of accomplishments and possess well-developed personal qualities including integrity, personal values, communication and leadership skills. A strong motivator, you are able to establish performance objectives and provide overall direction to staff.
